(SHIRE) has need for assistance from interns who seek to be involved with a policy research and advocacy organization with deep community roots. As described on its website (www.shireinc.org), SHIRE's mission is to eliminate health disparities, particularly experienced by persons and communities of color, and to advocate for 100% access to quality health care for the nation's residents. Completion of the assignments described below will make a major contribution toward those ends. Childhood Obesity Research SHIRE recently received a grant to develop a plan to address obesity among very young children in family child care homes by engaging and educating young children, their families and caregivers. The plan will emphasize improved nutrition and exercise and their contribution to weight maintenance and control. An intern assigned to this project will conduct research to identify models in use across the nation that target very young children (2-5) and the adults who care for them. That individual will also develop a report conveying his or her findings. Using this report, SHIRE will assist a panel of shareholders in selecting appropriate models or model components for possible replication in the District of Columbia. This individual will also be asked to identify key stakeholders and decision-makers in the District of Columbia who have or could have involvement in a healthy eating/living program for very young children. Research on HIT and Communities of Color Health information technology is seen increasingly as a means to improve quality and reduce costs of health care delivered in the United States. Key initiatives are a focus on electronic medical records (EMP) and patient data records (PDP) that are intended to facilitate information exchange among providers, as well as support improved consumer decision-making concerning health issues. Significant federal funding has been made available and there is considerable interest and momentum in the private sector. To date, however, communities of color apparently have not played a role in either the planning or implementation of these initiatives. SHIRE seeks an intern to research the extent of the current involvement of minorities in health information technology as providers and consumers, including the documentation of the majority/minority "digital gap" and current outreach and educational efforts, if any, directed to these communities. Research on Health Care is a Right The United States is one of few industrialized nations in the world that has not recognized health care as a right. At the same time, there is a growing interest, most recently demonstrated in the state of Massachusetts, to address this issue at a policy level. SHIRE seeks an intern who can document initiatives in the United States, at municipal, county and state levels, that affirm health care as a right through resolutions, legislation or other policy initiatives. This individual will also be asked to identify other nations or international entities where "health care is a right" has been codified in constitutions, statutes or other legal documents. Native Hawaiian/Pacific Islander Data Collection and Reporting Although the Office of Management and Budget has identified Native Hawaiians and other Pacific Islanders as a distinct group for data collection and reporting purposes, evidence to date suggests that few federal agencies have disaggregated data accordingly. SHIRE has been asked by Papa Ola Lokahi (Native Hawaiian Health Board) to examine current federal practices to determine data availability for this community. An intern would assist SHIRE in carrying out this task. 5.
